Twiggy is the mannequin roommate of jazz singer Carol Peters of 101A Telegraph Hill Blvd. Sassy Twiggy watches over the scene where the top of two Filbert Street stairway walks meet at the base of Coit Tower. She amuses tourists and was able to win the hearts of neighbors without cracking a smile.
