New and Venerable Institutions: Perestroika

Since the mid-1980s, Perestroika, and the fall of the Soviet Union, a number of changes have taken place in the area around the Russian consulate at the corner of Green and Baker Streets. A shuttle bus now occupies the space long held by a Secret Service sedan. Spy houses, which locals say literally buzzed with American surveillance equipment, were closed at 2551 Baker and 2795 Green. But a recent change, at this writing in 2002, startled even longtime neighbors: the first appearance of open windows at the consulate!
